Michelle C. Comeau HR Leadership Awards

The HRC is pleased to announce that the nomination process for the 2022 Michelle C. Comeau Human Resources Leadership Awards is now open!

The nomination guidelines and forms can be found on the HR Council’s GCXchange page and GCconnex page.

Complete nominations must be received by email no later than 23:59 (Pacific Time) on Monday, February 6, 2023.

Requests to permit a group larger than ten (10) people for the Team awards must be received by no later than Tuesday, January 17, 2023.

PE Competencies Interactive Job-Aid Tool

To compliment the recent launch of the PE Competency Development Framework, the HR Council has developed a new tool to support HR professionals in developing a deeper understanding of the PE competencies and associated expected behaviours. This interactive job-aid breaks down each competency by walking learners through concrete examples of how each competency level is applied on-the-job. Having a solid grasp on the technical and behavioural skills required of an HR professional is an essential element for success to not only succeed in one’s current role, but also to prepare oneself for the next step in their career.

To take advantage of this new tool, visit the helloHR Platform on the HRC’s new GCXchange page. The platform is an online toolbox of both informational and developmental resources to provide HR professionals, new and experienced alike, with the necessary tools to effectively perform their roles, successfully manage their careers and expertly navigate the HR field.

Courses

  • Disability Management and Workplace Wellness (INC120) – This online self-paced course outlines the disability management process for responding to work-related and non-work-related impairments and functional restrictions, including injuries, illnesses, disabilities and other limitations.
  • Adopting an Inclusive Mindset at Work (INC122) – This online self-paced course articulates the power of inclusion and identifies best practices for encouraging greater equity, diversity and inclusion (EDI) in an organization. Participants will learn how to apply inclusive recruitment and hiring principles, as well as how to commit to making inclusion part of their employee onboarding process.
  • Workplace Equity, Diversity and Inclusion in Action (INC124) – This online self-paced course presents an overview of equity, diversity and inclusion (EDI) and helps advance the integration of meaningful and impactful EDI practices in the workplace. Revised Date – Cyclical Review of the National Joint Council Foreign Service Directive

Departments were asked to provide their departmental input for the cyclical review of the Foreign Service Directives by December 9, 2023. The National Joint Council recently extended the deadline for input and departments are now required to submit their departmental proposals to TBS by April 21, 2023.

Departments which have already replied to the input call are not required to resend another email as a result of this extension.

Enquiries about the cyclical review of the Foreign Service Directives can be directed to the generic mailbox FSD.DSE@tbs-sct.gc.ca.


New Public Service Dental Care Plan member services website provided by Canada Life

Canada Life, the administrator for the Public Service Dental Care Plan (PSDCP), is replacing their existing GroupNet website, where you can access your personal PSDCP information, with a new plan member services website, My Canada Life at Work.


PA Conversion Update

Based on observations to date, OCHRO will be conducting a re-planning exercise for the PA group conversion to identify more realistic milestones and an implementation date beyond June 2024. Organizations are however encouraged to continue the on-going work and maintain momentum. TBS and PSPC are working with key project partners to identify planning requirements to support a new planned date. Key stakeholders, including implicated bargaining agents, are currently being informed that the planned conversion date of June 2024 will be pushed to a later date. Communication tools to announce the changes to managers and employees within organizations will be shared shortly.

Research, Planning and Renewal (RPR)

The results of the 2022 Student Exit Survey (SES) are now publicly available on Open Government and the Canada.ca website.

The 2022 SES took place from August 2 to September 16, 2022, with a response count of 6,324 students across 74 departments and agencies, for a response rate of 43%. Further information on the 2022 SES, including the questionnaire, the list of participating departments and agencies, the respondent profile and the concordance table can also be found on Canada.ca.

Public Service Commission (PSC)

2021 Staffing and Non-Partisanship Survey (SNPS) Results for Federal Public Servants with Disabilities Report

The PSC has analyzed the perceptions of persons with disabilities in the federal public service: 2021 SNPS: Perceptions of Federal Public Servants with Disabilities Report.


Career Fairs and Information Sessions

The PSC participates in many career fairs and information sessions throughout the year.   Take a look at their calendar and contact the Post-Secondary Recruitment Team to partner with them at these events. 


Replacement of the PSC General Intelligence Tests and General Administration Test with the General Competency Test

As of January 2, 2023, the General Intelligence Tests (GIT-310 and GIT-320) will be replaced with the General Competency Tests (GCT2-314 and GCT1-207). The General Administration Test (GAT-380) will also no longer be available. Appointment processes requiring an assessment of reasoning skills to solve problems required for officer level positions can make use of the GCT2-314.

The GCTs were developed in line with best practices for accessibility, can be administered online with fewer items and in less time; thus, offering improved candidate experience and operational efficiency.

Candidates who have already met the alternative to a high school or university education requirement by obtaining a successful score on the GIT-310 or GIT-320 will not need to write the GCT1-207 or GCT2-314 to meet the educational requirement.

Office of Public Service Accessibility (OPSA)

  • December 2, 2022 from 11:30 am to 3:30 pm (ET) – International Day of Persons with Disabilities (IDPD) Event hosted by Innovation, Science and Economic Development Canada and organized in collaboration with partner departments. IDPD 2022 will bring together speakers to highlight meaningful topics about accessibility and inclusion. This year’s IDPD theme “Moving from intent to action” was established by the interdepartmental working group. Visit the IDPD 2022 GCpedia page for additional information.  All are encouraged to join the IDPD event.
  • December 7, 2022 – GC Workplace Accessibility Passport: A Workshop for Managers
    All HR professionals and managers are encouraged to participate in this workshop, which will equip participants to take concrete steps to create accessible and inclusive workplaces.

HRC Meeting – November 15, 2022

Item 1: Opening Remarks

Darlène de Gravina, HRC Chair and Assistant Deputy Minister (ADM), HR Services Branch, Employment and Social Development Canada (ESDC) introduced Kate Moore from Ingenium Canada as a newly appointed Head of HR.

The Chair highlighted the recent Veterans Week and Remembrance Day and encouraged attendees to promote the hiring of veterans within their organizations. For more information, please consult Veterans Affairs Canada webpage on the Public Service Commission site to better understand this staffing option.

The events, celebrations and commemorations below were also highlighted:

  • November 1 marked Canada’s first official Hindu Heritage Month, a moment to acknowledge and celebrate the many outstanding contributions that Canadians of Hindu heritage continue to make to building a strong and prosperous country.
  • Launch of the nomination process for the 2022 Michelle C. Comeau HR Leadership Awards.
  • Other events organized by the HRC, CSPS and APEX (listed in the What’s Coming Up section).

Item 2: myWorkArrangements

Paul Girard, Executive Director and Chief Information Officer, Information Management & Technology directorate at Treasury Board of Canada Secretariat (TBS), gave background information about how the myWorkArrangements (MWA) application was designed and developed to better support the tracking and management of on-site, telework and hybrid working arrangements.

James Gervais, Senior Director, Digital & Data Solutions at TBS walked members through the MWA application, which is available through the TBS Application Portal (TAP). He indicated that it was developed in collaboration with five departments additional however other on-boarders will be considered starting January 2023. 18 departments have expressed interest and 4 have confirmed their intention to onboard. Costing is determined based on FTE counts per organization.

Item 3: Senior Leader Strategy and Leadership Profile

Natasha Parriag, Senior Director, Executive Talent Management, People and Culture Sector at OCHRO shared with members a proposal for a new leadership profile for the public service.

The new model is based on mindsets, competencies and character attributes that focuses on how leaders act and think while intersecting with who they are.

OCHRO will be collaborating with central agencies and organizations, especially those who have implemented the character-based models, to review the proposed leadership profile. Mireille Laroche, Assistant Deputy Minister, People and Culture Sector at OCHRO, has already initiated a series of five consultation sessions targeting Assistant Deputy Ministers.

Item 4: Student Exit Survey Results

Hayat Looye, Director, Analysis and Measurement and People Management Analytics, provided members with an overview of the public service-wide 2022 Student Exit Survey (SES) results and highlighted trends over the last few years.

Nicolino Frate, Executive Director, Workforce Business Intelligence Services, Strategic Directions and Digital Solutions Sector indicated that over 6,000 students participated to the 2022 SES.

Hayat highlighted that a different approach was taken for this year’s survey with the addition of feedback from two programs: Indigenous Student Employment Opportunity (ISEO) and Employment Opportunity for Students with Disabilities (EOSD).

Overall, the distribution, the response rate and the representation across the public service were positive. Areas of improvement for  future student employment include exploring what more can be done from a pay perspective to support students and how to better attract, onboard and support students in equity-seeking groups.

Item 5: Update from the Central Agencies

Office of the Chief Human Resources Officer (OCHRO)

Employee Relations and Total Compensation (ERTC)

Claudia Zovatto, Executive Director, Governance Engagement Information and Reporting, ERTC, OCHRO provided updates on the following:

  • Policy Grievances for Leave Code 699 – OCHRO is awaiting information from some departments. Organizations that have not yet sent their information are requested to do so. This includes “nil or not applicable” responses;
  • Collective Bargaining; and
  • Mask Guidelines from Health Canada’s Public Service Occupational Health Program – The existing guidelines remain in effect. Deputy Heads (DH) are responsible for tailoring Health Canada’s guidance into policies and requirements for their workplace. DH should continue to work with their occupational health and safety teams and committees to implement preventative practices considering the settings, functions and local COVID-19 considerations of each worksite

People and Culture (PC)

Mary Anne Stevens, Senior Director, PC, OCHRO, announced that they will be publishing a new manual on the Duty to Accommodate. It will be easier to use with clearly defined roles, responsibilities and steps as well as tools and resources related to the adaptation process. The new manual focuses on a more collaborative, proactive and informal approach to accommodation. It explains and promotes the new GC Workplace Accessibility Passport and supports the Accessibility Strategy for the Public Service of Canada and the objectives of the Accessible Canada Act.


Strategic Directions and Digital Solutions (SDDS)

Nicolino Frate, Executive Director, Workforce Business Intelligence Services, SDDS, OCHRO announced that the 2022-2023 Public Service Employee Survey (PSES) will take place from November 21, 2022, to February 5, 2023. Promotional material has already been uploaded to the various platforms.

Public Service Commission (PSC)

Public Service Employment Act

Guillaume Fontaine, A/Director General, Policy and Strategic Direction Directorate, Policy and Communications at the PSC provided an update on changes to the Public Service Employment Act. Some changes came into effect last summer and two provisions have not yet come into force, namely:

  • The evaluation of barriers assessment methods and appointment;
  • New investigations authorities.

The PSC is aiming on a Spring implementation date for these provisions. Workshops, guides and information sessions will be offered in the following months. For more information, organizations are encouraged to contact their PSC Staffing Support Advisors.


Post-Secondary Recruitment (PSR) Campaign

Laurie Pratt-Tremblay, Director General, National Recruitment Directorate, Services and Business Development at the PSC announced the launch of the PSR campaign. The application period is from November 2 to 30, 2022 and partially assessed candidates will be available Spring 2023.

This year, the PSR Campaign consists of three inventories in the following areas:


New Inventory for Careers in Biology for Persons with Disabilities

In partnership with several science based departments, the PSC has launched a new inventory for Careers in Biology for Persons with Disabilities which is open from November 2 to 30, 2022.  This partially assessed pool will be available in the Spring 2023.


Recruitment of Policy Leaders

The fully assessed candidates pool will be available as of late Spring or early Summer 2023.


Other Inventories Available with Partially Assessed and Diverse Candidates

Laurie Pratt-Tremblay reminded members that they can access the PSC’s inventories of candidates for their staffing needs to diversify their teams.

Canada School of Public Service (CSPS)

Erik de Vries, Director General, GC and Public Sector Skills at the Canada School of Public Service announced that the pilot of the first course in staffing for HR specialists will be launched on November 29. Three pilot sessions will be offered: two virtually led sessions and one self-paced with support material. After this pilot round, they will obtain feedback from current participants and adjust the content accordingly, which will then be finalized in Spring 2023 for general launch for all employees.
