Introduction

About the Michelle C. Comeau Human Resources Leadership Awards

The Michelle C. Comeau (MCC) Human Resources Leadership Awards are presented annually by the Human Recourses Council (HRC) to celebrate and recognize the exemplary achievements of the Human Resources (HR) Community within Canada’s federal public service. These prestigious awards, named in memory of former Associate Deputy Minister of Agriculture and Agri-Food Canada, Michelle C. Comeau, honour employees and teams who have demonstrated excellence and leadership in the HR field. Showcasing impactful initiatives and outstanding contributions at all levels, the MCC Awards are a true testament of the fundamental position the HR Community continues to hold each year with respect to advancing the people management agenda and fostering a culture of excellence within the public service.

For the 2022 award cycle, the MCC Human Resources Leadership Awards are presented in nine categories. Recipients are recognized in the form of a non-monetary award at the virtual ceremony, presented by the HRC, on September 27th, 2023. The descriptions and evaluation criteria for each category can be found on the HRC’s GCxchange page.

As Chair of the HRC, it brings me great pride to present the 2022 MCC Awards, where we have received an impressive 76 nominations, including 55 individuals and 21 teams across 31 organizations. Each nominee is recognized for their unwavering dedication and exceptional contributions to the HR landscape within the public service. This year, seven deserving individuals and two commendable teams have been selected as award recipients.

This year also marks 30 years of the HRC’s integral role as the collective voice of the HR Community. For over three decades, the HRC has connected Heads of HR to strengthen partnerships and build capacities and tirelessly advocated for the needs and perspectives of HR professionals. It has also mobilized senior leaders and central agencies to advance key initiatives for the betterment of our community and the human resources function as a whole. The MCC Awards are a cornerstone to the success of this mission; as we take this opportunity to honour our fellow community members, we not only celebrate their achievements, but also highlight the vital role of HR in shaping the future of work and in cultivating an inclusive, healthy and respectful environment that supports the professional development and well-being of all public servants.

The theme for this year’s award ceremony, “United. Recognized. Inspired.“, speaks to the resilience, agility and strength our community has demonstrated through the unique challenges of recent years and how we have continuously built upon our successes to move forward together. In the spirit of camaraderie, let’s take full advantage of this occasion to celebrate our collective contributions and inspire the HR Community of tomorrow. With your individual talents and diverse backgrounds, each and every one of you makes up the driving force behind meaningful progress in people management – which is a cause for celebration in itself!

Congratulations to all the individuals and teams who were nominated or recognized as finalists. To those receiving awards – Bravo! Your achievements have had a profound impact on your organization and the HR Community as a whole. We are incredibly fortunate to have such passionate and talented employees working diligently within, and in close collaboration with, the HR Community.

On behalf of the HRC Executive committee, I extend my sincere gratitude to all those who contributed to the recognition of our people, namely: those who devoted their time to submit nominations, the MCC Awards Selection Committee, the Heads of HR, the HRC Executive Office, the HRC Executive Committee and the leaders of the HR Communities of Practice Leaders and the Regional HR Councils.

I encourage you to discover the incredible accomplishments of your colleagues in the pages that follow. Through their successes, we can all learn and grow together.
