Speakers and Moderator Bios
Luc Lespérance – Master of Artificial Intelligence, strategic consultant and speaker
Passionate about the future of work, artificial intelligence and the impact of digital technologies on organizations and society, Luc helps train new talent in HEC Montréal’s undergraduate, MBA and Executive School programs.
At the same time, he acts as Senior Advisor to Deloitte’s corporate clients on issues at the intersection of organizational and digital transformation. His consulting experience, notably as leader of Deloitte’s “Future of Work” and “Digital DNA” practices in Quebec, has led him to work in Canada and internationally with hundreds of companies in a wide range of sectors.
Luc is also a regular speaker at conferences on the future of work, management and technology trends, including the emergence and adoption of artificial intelligence in organizations.
With a strong entrepreneurial background, Luc holds a B.A.A. and an M.Sc. in Information Technology, where he focused on the phenomenon of digital technology adoption in business.
Dominic St-Pierre – Director General of the Laurentian Forestry Center at Natural Resources Canada
Dominic is Director General of the Laurentian Forestry Center at Natural Resources Canada, one of five research centers of the Canadian Forest Service, and he leads the Sustainable Forest Management Improvement Program on a pan-Canadian scale. With over twenty years of experience in public administration, he has worked in communications and Indigenous relations at the Canadian Environmental Assessment Agency, Environment Canada, the Treasury Board Secretariat and Indigenous Services Canada.
Committed to the recognition and development of public administration, Dominic is Vice-President of the Quebec Federal Council, as well as Vice-President of the Institute of Public Administration of Quebec (IAPQ). He is also Boad member for the Forestry Teaching and Research Center (CERFO) affiliated with the CÉGEP de Sainte-Foy in Quebec City.
Dominic conducted doctoral studies in public policy analysis and management at École nationale d’administration publique (ENAP) and holds a M.A in Sociology from Laval University. He is also a certified Integral Associate CoachTM from Integral Coaching CanadaTM.
In his free time, Dominic enjoys reading, running and outdoor activities. He lives in Quebec City with his wife and four children along their family dog.

Kali Galanis – Policy Horizons Canada, the Government of Canada’s centre of excellence in foresight
Kali Galanis is a Senior Analyst at Policy Horizons Canada, the Government of Canada’s centre of excellence in foresight. She is currently managing strategic relationships and engagements for the organization. She previously worked on the Disruptions on the Horizon 2024 report, which identifies and explores potential disruptions to enable the creation of robust and resilient policies. Prior to joining the public service, she was a senior advisor in international development programmes. Based in Montreal, Kali holds a Master of International Affairs from Columbia University.
Caroline Hilt – General Director, People, Culture and Living Environment, Economic Development Canada for the Regions of Quebec
Caroline joined the federal public service in 1998 after participating in the House of Commons Parliamentary Internship Program. She began her career in Ottawa, where she held positions of increasing responsibility in communications, strategic planning, human resources and… fish habitat! Now based in Montreal, she heads the human resources and administrative services team at Canada Economic Development for the Quebec regions, after having been responsible for communications for the same organization from 2017 to 2022, and for the Quebec region of Fisheries and Oceans Canada and the Canadian Coast Guard from 2007 to 2016. She enjoys using her mobilization skills for organizational wellness, both as a mentor and as a champion (PSES, Sustainable Actions, Managers’ Community, etc.). She holds a Master’s degree in Political Science from Université Laval.
Nawal Benzaid – Regional Director, Canadian Heritage, Quebec Region
Nawal joined the federal public service in 2002 when she joined Agriculture and Agri-Food Canada in the Quebec regional office. She has held several positions within AAFC at the regional level, nationally with various positions in Ottawa and internationally with an assignment at the Consulate General of Canada in Dubai, United Arab Emirates, as Regional Trade Commissioner for the Agriculture and Agri-Food sector for the Middle East and North Africa region (2011-2015). During her assignment, she travelled to many countries in the region to promote Canada’s interests and help Canadian companies increase their exports. Nawal was the Regional Director of AAFC’s Quebec Regional Office from 2019 to 2021 before joining Canadian Heritage as Quebec Regional Director since October 2021. Prior to joining the public service, Nawal also worked in the private sector.
Nawal holds a Master’s degree in Rural Economics from Laval University, a Graduate Diploma in Business Administration from Business International School in Paris, France and a bachelor degree in agroeconomics from Algiers University. Nawal immigrated to Canada to pursue her studies and eventually decided to establish herself with her family in Montreal. Nawal has always been involved in internal departmental committees. Nawal was a champion of the Quebec national managers community from 2020 to 2022. Nawal colead the official language committee of the Quebec federal council from 2021 to June 2024. She is also active on the Quebec executives’ network.
Maryse Lavigne – Deputy Commissioner, Quebec Region, Canada Revenue Agency (CRA)
Maryse Lavigne has been the Deputy Commissioner for the Quebec Region at the Canada Revenue Agency (CRA) since January 2024. Before joining the CRA, she served as the Director General of Human Resources and Workplace Services at Crown-Indigenous Relations and Northern Affairs Canada and Indigenous Services Canada since March 2020.
Maryse has held various positions in the field of education, including in human resources at the University of Ottawa, before entering the federal public service with Service Canada in 2007. She later continued her career at the Office of the Chief Human Resources Officer at the Treasury Board Secretariat, where she worked closely with the human resources community to coordinate emerging issues in personnel management across the Government of Canada. She also worked at Parks Canada, where she led operations in the Greater Quebec City area, collaborating with numerous business partners. During her time at Parks Canada, she served as an ombudsperson and Director of the Centre for Values and Ethics.
Maryse holds two bachelor’s degrees, one in psychology and one in social work. She has also pursued graduate studies in adult education and organizational communication. In 2017, she proudly participated in the Governor General’s Canadian Leadership Conference. In her free time, Maryse enjoys cooking, gardening, outdoor activities, and, above all, spending time with her family and loved ones.
Nicolas Boyer – Faculty Member at the Canada School of Public Service
Nicolas Boyer joined the Canada School of Public Service in 2013 as a faculty member, bringing a strong background in strategic communications and a deep passion for teaching. He served as the Director of Communications and Marketing at the School and currently offers training in leadership, strategic communications, and the workings of government.
Before joining the School, Nicolas worked at the Privy Council Office for 10 years, where he held positions as Senior Analyst, Assistant Director, and Acting Director in Intergovernmental Affairs and Communications.
He also gained communications experience at Canadian Heritage and Statistics Canada.
Nicolas was a full-time professor at a university for four years before entering public service, which now allows him to combine his interests and experience in teaching and public service, sharing his passion with learners.
Camille Beausoleil, Executive Director, National Managers’ Community (NMC)
In May 2023, Camille was appointed as Executive Director, National Managers Community (NMC), where she has been working to promote the needs and interests of federal managers to public service decision-makers. Prior to this, Camille was Assistant Director, Learning and Product Development Team within the Respectful and Inclusive Workplaces Directorate at the Canada School of Public Service. She has been with the School since 2018, having worked in various positions both operational, in Curriculum Management as part of the Registrar’s Office, and more strategic, as Chief of Staff to the Vice-president of the Public Sector Operations and Inclusion Branch.
Camille joined the federal public service in 2008, having previously worked at the Department of Canadian Heritage and the National Capital Commission, in a number of management and project management roles. Camille holds a bachelor’s degree in Psychology, as well as professional certification in HR Management and lives in the National Capital Region.
