NMC News
2025 – Twenty-five years in the making!
This year marks the 25th anniversary of the National Managers’ Community (NMC) – a milestone that highlights our vision, our achievements and our sustained value to managers across the Public Service. Thanks to the support and trust of the Clerk of the Privy Council, our NMC Champion, Board members and managers like you, we’re entering an exciting new chapter.
To mark the anniversary, the Clerk of the Privy Council shared these inspiring words:
“Join me in congratulating the National Managers’ Community (NMC) on its 25th year of supporting and amplifying the voice of public service managers across Canada. The NMC has become a federal institution while remaining true to its grassroots and far-reaching base. It plays a key role in the development of the management community and their capacity to be the leaders of today and tomorrow.”
– John Hannaford, Clerk of the Privy Council and Secretary to the Cabinet
In 2025, we’ll continue to deliver initiatives that matter, including our Top 3 Things Managers Should Know about… virtual series, in-person Managers Connect days and regional networking opportunities. Keep an eye out for updates in the NMC News to stay informed.
Heads up: as GCArticles and GCconnex are phased out, we’ll be moving to a new GCWiki platform and our newsletter will soon have a new look.
Here’s to another year of connecting, collaborating and celebrating 25 years of supporting managers!!

Creating Safer Spaces: Practical Steps for Supporting Trans and Gender Diverse Employees
Back by popular demand following the success of our November 21 session!
Join the Public Service Pride Network (PSPN) and the National Managers’ Community (NMC) for an engaging bilingual event focused on supporting Two-Spirit, transgender, non-binary, and gender-diverse employees.
This session will spotlight the Manager’s Guide to Supporting Two-Spirit, Transgender, Non-Binary, and Gender-Diverse Employees in the Federal Public Service.
Through interactive discussions, we’ll explore key themes such as: chosen names in the workplace, addressing resistance around access to washrooms, and supporting employees who come out in stages. Each scenario will be followed by a Q&A session, offering participants a chance to ask questions, share insights, and learn practical ways to create inclusive work environments.
Developed by the PSPN’s Gender Identity and Expression (GEI) Action Committee, the guide provides valuable insights and highlights the critical role managers play in fostering inclusivity in the Public Service.

Spotlight on Resources
Presenting the Diversity and Inclusion Compass
A new interactive data visualization tool* allows users to explore the progress of departments and agencies in improving the representation and mobility of employment equity group members. This tool provides results you can use to draw comparisons with other federal public service organizations, over a range of time periods.
*Accessible only on the Government of Canada network.
New functionalities in the Second Language Evaluation (SLE) Candidate Assessment Tool
Starting January 9, 2025, the Public Service Commission (PSC) will enhance the Candidate Assessment Tool (CAT) to modernize Second Language Evaluation (SLE) programs. Organizations will now use CAT to schedule supervised in-person tests for Reading Comprehension and Written Expression administered by the PSC Test Centres. In addition, candidates will directly submit accommodation requests through CAT, allowing them to track their submissions without needing organizational intervention. Test Administrators will also no longer have the responsibility and the capacity to manage time extensions or breaks. These changes aim to improve efficiency, and candidates experience in SLE testing, streamlining the scheduling, test administration, and accommodation requests processes. In spring 2025, this feature will be applied to the Oral Language Assessment as well.
