Event Recording available “A Conversation with John Hannaford on Values and Ethics”
On March 1, 2024, in partnership with the CSPS, the National Managers’ Community (NMC) hosted “A Conversation with the Clerk and Deputy Clerk on Values & Ethics,” drawing remarkable engagement and insights. Nearly 1,000 managers contributed to a consultation questionnaire, shaping the event’s direction. Ten pre-recorded questions from managers across the country were selected, with seven presented live to the Clerk and Deputy Clerk. The event attracted 6,640 + participants, reflecting an impressive 74% participation rate.
We encourage you to listen to the recording and to continue the discussion about the important role that you, public service managers, play in upholding our shared code of values and ethics and in fostering values and ethics at the individual and team levels.

Update of the HR-to-Pay Stabilization Training for managers
We are is pleased to announce the update of the HR-to-Pay Stabilization Training for managers, a course included in the Treasury Board Mandatory Training Inventory. This modernized training will equip you as managers to fulfill your HR-to-pay accountabilities, leading to accurate and timely pay for employees.
The HR-to-Pay for Managers (COR137) course was developed jointly with the Canada School of Public Service (CSPS), in partnership with Public Services and Procurement Canada (PSPC) and subject-matter experts from 30 organizations. This updated course addresses the evolving training needs that were identified through consultation with over 400 managers from the National Managers’ Community.
COR137 is mandatory for newly-appointed managers within the core public administration with signing authority under section 34. More information is available in the questions and answers document.
Join HR-to-Pay Learning Community on GCXchange
As a manager, you play a vital role in ensuring employees are paid accurately and on time. To support you in this role, we will be launching the new HR-to-Pay Learning Community on GCXchange. This site will contain tools and scenarios to complement the mandatory HR-to-pay course and will address HR and pay trends and questions.
To ensure this site meets your needs, we want to hear from you! We are inviting managers to review the GCXchange site and provide us with their feedback. If you would like to participate, please contact Kimberley Filion, HR Learning Advisor at Kimberley.Filion@tbs-sct.gc.ca by Friday, May 24.
GC Tools Update
The Government of Canada is updating its digital collaboration tools. GCconnex is expected to be removed from service most likely in 2024/25 (timeline to be confirmed). The principal reason is that GCXchange is a better platform for GC-wide internal collaboration using MS 365 technologies. The popular feature Career Marketplace, will be moved and the platform will be available via “read-only mode” for a determined period.
GCWiki is also planned to be removed eventually. GCpedia will undergo a database upgrade to improve navigation and search features and enhance user collaboration and GCcollab will become more user-friendly and accessible.
Today, all core GC Departments are participating on GCXchange. If you require help for onboarding, check out the Answers, Tips and Tricks Corner, attend one of the Ask Me Anything Session where the GCXchange support team can answer questions live or email GCXchange-GCEchange@tbs-sct.gc.ca.
Diversity Within Disability – Employment Supports Model©
LiveWorkPlay is there to help you achieve the goals of the Accessible Canada Act! They implemented a proven Employment Supports Model© that is focused on supporting people with intellectual disabilities and autistic persons to be hired and retained by the Federal Public Service. The model delivers solutions to overcome barriers with a step-by-step approach tailored to Public Service to maximize the potential for employees and support supervisors and organizational success. These efforts include the convening of the quarterly Federal Employment Strategy Group. To date they supported over 200 hires across 42 departments, and 40 of these hires are now indeterminate. In addition, they developed a national network to support hires across Canada, operating under the same model. Learn more about what they do in their newsletter.

- Indigenous Student Employment Opportunity (ISEO), a program for students who self-identify as Indigenous.
- Employment Opportunity for Students with Disabilities (EOSD), a program for students who self-identify as having a disability.
To register your students, please complete the form by following this link.
Once the registration is complete, students will be emailed information about the resources available to them, such as events and mentorship program details.
To optimize your students’ work experience, we invite you to consult the tools and resources for managers available for Indigenous students or students with disabilities.

The BC and Yukon NMC is looking for a new Co-chair for the Steering Committee. The Co-Chair liaises with senior officials in their respective department to ensure they are aware of NMC activities, including topics and dates; and that they are supportive of managers attending events. This position offers an opportunity to collaborate and contribute to the developmental needs of your fellow managers, identify gaps in the Steering committee structure and recruit members.
