NMC Managers Connect 2024 – Charlottetown

Join us for a day where managers will have a chance to learn, network, and exchange effective practices.

Start the day with an interactive session led by a panel of experienced leaders who will discuss issues that managers face today. After that, join a discussion focused on how leaders can recognize and adapt to the changing challenges of making ethical decisions in today’s world.

Afterward, learn about how artificial intelligence can influence the work environment, then join a workshop on how managers can help create a high-performing public service.

End the day with a networking event at a local brewery where you can enjoy social time with other colleagues. Can’t make it during the day? Please consider joining us for a vibrant social mixer at the end of the day to increase your networking opportunities and foster collaboration.

This event will be in English. Please note that the events will not include simultaneous translation services. Participants will be able to submit their questions in the language of their choice and a moderator will help with the translation.

Marc Hamilton, National Managers’ Community (NMC), Regional Lead for the Atlantic Region. Marc’s home organization is the Canadian Food Inspection Agency, where he gained many years experience as Training Coordinator, as well as various supervisory and analytical roles. He has a background in biology and commerce, and is passionate about coordinating and moderating learning events which assist other leaders such as the Managers Connect Days, as well as other events organized by the National Managers’ Community.


Daphnée Michaud, Director General of the Public Service Pay Centre & NMC Atlantic Champion

Daphnée Michaud has been the Director General of the Public Service Pay Centre since August 2016. She took over the role of the NMC Atlantic Champion in December 2022, where she gives advice and promotes the interests of the NMC in any way she can. Daphnée is an avid supporter of the Managers’ Community and was very active as co-chair of the PSPC Managers’ Community from 2004 to 2007.


Roxana Atkinson, Manager of Policy, Research, and Engagement at the Canada School of Public Service Digital Academy

Roxana Atkinson is the Manager of Policy, Research, and Engagement at the Canada School of Public Service Digital Academy. Her team focuses on providing high-quality learning on digital and data themes to enhance public service delivery. She has extensive experience in managing communication strategies, stakeholder engagement, program evaluation, strategic planning, and public health promotion through roles as a manager in the Government of Canada and as a director in the not-for-profit sector. Roxana is passionate about leading teams with positivity, finding solutions to complex problems, and simplifying the way we work. 

Richard Cormier, Associate Regional Director General for the East & Central Region (Ontario, Quebec, and Atlantic Canada)

Richard Cormier joined ECCC as Associate Regional Director General for the East & Central Region (Ontario, Quebec, and Atlantic Canada) in May 2023.  Richard was previously Director of Strategic Projects in the Office of the Vice President of Policy, Programs and Communications at the Atlantic Canada Opportunities Agency. He has nearly twenty years of experience in the public service and has a solid background in strategic policy development – including representing Canada internationally at the Organization for Economic Cooperation and Development, Indigenous economic development, human resources and a great knowledge of the various partners in Atlantic Canada.

Tanya Cameron, Director, Canada Revenue Agency

Tanya began her career with the Canada Revenue Agency in 1993.  Since then, she has held various positions of increasing responsibility.  In June 2019, she was appointed as Director of the PEI Tax Centre/Tax Services Office.

In 2022, she became the Director of the Newfoundland and Labrador Tax Services Office and National Verification and Collections Centre.  In 2023, she accepted a position as the Interim Regional Assistant Commissioner for the Atlantic Region, and is currently the Director of the Atlantic Contact Centre. 

Tanya has extensive experience leading transformative initiatives.  She was responsible for implementing CRA’s Service Renewal in PEI as tax centres across the country were realigned and which saw PEI became a Business Processing Centre.

As was the case across government, the pandemic impacted how services at the CRA were delivered. Tanya led the transition from a primarily on-site workforce to a virtual workforce overnight; all while continuing to contribute to the deliver of services and emergency benefits to Canadians.

Under her leadership, the Atlantic Region realigned their business structure moving from one based on geography to a program-based operation.  This enhanced the focus on program delivery and service to Canadians by streamlining director responsibilities.

She is a champion for improving service to Canadians through innovation and continuous improvement.  Recognizing employees are our greatest asset, Tanya is focused on employee well-being and the workforce’s evolving needs.  Tanya completed the UPEI Leadership Development Program for Woman and is a graduate of the University of Prince Edward Island.

Étienne Laliberté, Director, People and Culture Strategy, Veterans Affairs Canada

Formerly a business consultant and web development project manager in the private and para-public sectors, Étienne joined the federal public service in 2003. He has since worked in thirteen federal organizations, with most of his experience revolving around people management and human resources (HR).

After working on the implementation of the new Public Service Employment Act in 2005, Étienne joined the law enforcement branch of Fisheries and Oceans Canada in the Pacific region where he helped turn a broken organization into one of the best performing in the federal public service based on its level of employee engagement.

Since 2018, Étienne’s work has focused on HR innovation, people analytics and workforce research.

Steven Harris, Senior Assistant Deputy Minister, Service Delivery, Veterans Affairs Canada

As the Senior Assistant Deputy Minister of Service Delivery, I am proud to lead the branch of Veterans Affairs Canada that is responsible for providing direct service to Veterans, Canadian Armed Forces members, RCMP members, certain civilians and their families.

In partnership with Veterans, other federal government departments, stakeholder organizations, and with provinces and communities across the country, the Service Delivery branch focused on ensuring that services and benefits address the needs of the Veteran community and support successful outcomes in all areas of well-being, including employment or other meaningful activity, housing and physical environment, finances and social integration.

Throughout my career I have seen the benefits of partnership and engagement, of continuous improvement through asking questions, and the value of understanding how all of the pieces fit together. I have worked in multiple departments such as Treasury Board Secretariat, Social Development Canada, and Canadian Heritage in addition to almost fifteen years with Veterans Affairs Canada. My experience has included policy, communications, parliamentary and cabinet affairs, procurement and security, and service delivery. All of these roles have combined to shape my perspective and approach, and in each position I been fortunate to have worked with dedicated, smart professionals who always want to make things better for those we serve. This is the same approach we take in our branch. We achieve our goals by working together with our partners and stakeholders, focusing on evidence and clear outcomes, and preparing for future needs. I am also the champion of the Official Languages.

Jonathan Adams, Director General, Finance Division, Veterans Affairs Canada

Jonathan Adams is currently the Deputy Chief Financial Officer for Veterans Affairs Canada. In this role, Jonathan is responsible for all aspects of financial management and stewardship with an expenditures base of over $6B per year in support of Veterans benefits and services. 

Jonathan started his career as a Tax Auditor with the Canada Revenue Agency before joining Veterans Affairs Canada in 2003.  Over the course of his career with Veterans Affairs, Jonathan has held various executive positions responsible for Internal Audit and Evaluation, Access to Information and different roles covering all aspects of Finance.

Jonathan graduated from the University of Prince Edward Island with a Bachelor of Business Administration and a Certificate in Accounting as well as possesses a Chartered Professional Accountant (CPA) Designation.
