The NMC Secretariat
The Secretariat leads NMC efforts to promote the needs and interest of federal managers to Public Service decision-makers. The NMC secretariat act as a vehicle for 2-way communication and knowledge broker to engage, increase dialogue, exchange information and share best practices to address the needs of managers.
The NMC Secretariat
The NMC Secretariat (NMCS) is comprised of the Executive Director, Manager of Finance and Human Resources, Financial Coordinator, Communications Advisor and six Regional Leads for each Region, including the NCR.
The NMCS is the main point of contact for central initiatives, agencies and communities that impact Managers. They work together with the NMC Advisory Boards to promote a strong, united management community. They also coordinate the Strategic Planning process and create the NMC Strategic Plan.

Regional Leads
The Regional Leads collaborate, liaise and provide support and advice to Steering Committee Chairs/Co-Chairs and members in their respective Regions. Deputy Minister Champion
The NMC Deputy Minister (DM) Champion is appointed by the Clerk of the Privy Council. The role of the DM Champion is to ensure that at the highest executive levels, the voice of managers is heard and profiled, while also providing the NMC with strategic advice and guidance. The DM Champion chairs the ADM Advisory Board.

Arun Thangaraj, Deputy Minister Champion, National Managers’ Community
Deputy Minister, Transport Canada.
Arun Thangaraj was newly appointed Deputy Minister at Transport Canada in February 2023. He brings over 20 years of experience in information technology, corporate planning, finance and management. Previously, he was appointed Associate Deputy Minister of Immigration, Refugees and Citizenship Canada and from 2020 to 2022, Arun was the Associate Deputy Minister at Transport Canada. He also served as Assistant Deputy Minister and Chief Financial Officer at Global Affairs Canada, where he was responsible for information management and information technology. In 2011, he was appointed Deputy Chief Financial Officer at the former Canadian International Development Agency.
Arun received the Queen Diamond Jubilee Medal in 2013 for his contribution to the federal public service and to his community. He has served on various governance boards, including the Global Fund’s Finance and Operations Committee, and is a member of the Public Sector Pension Advisory Committee. He is also a sessional lecturer at Carleton University’s School of Public Administration, where he has taught courses in the management stream for many years. Arun is a chartered professional accountant and holds a Master of Arts in Public Administration from Carleton University, a Master of Business Administration from the University of Ottawa, and an Honours Bachelor of Arts in Political Science from the University of Toronto.

The NMC ADM Advisory Board and the Executive Board are the Deputy Minister Champions’ Advisory Committees. They consist of executives from all departments and agencies that act as the Champion and advocates for managers’ network in their respective communities and regions.

Managers’ Advisory Board (MAB)
The NMC Managers’ Advisory Board (MAB) consists of managers who lead their respective departmental/agency communities and managers’ networks.
MAB members
The role of the MAB is to share information on departmental/agency activities, recruit volunteers from within their departments/agencies to help with NMC initiatives and enable these managers to better brief their ADM Champions on current and proposed joint ventures and NMC activities. The NMC Executive Director chairs the MAB.
