Moderators and Speakers Bios

Camille Beausoleil, a/Executive Director, National Managers’ Community (NMC), Canada School of Public Service

In May 2023, Camille was appointed as Executive Director, National Managers Community (NMC), where she will work to promote the needs and interests of federal managers to public service decision-makers. Prior to this, Camille was Assistant Director, Learning and Product Development Team within the Respectful and Inclusive Workplaces Directorate at the Canada School of Public Service. She has been with the School since 2018, having worked in various positions both operational, in Curriculum Management as part of the Registrar’s Office, and more strategic, as Chief of Staff to the Vice-president of the Public Sector Operations and Inclusion Branch.

Camille joined the federal public service in 2008, having previously worked at the Department of Canadian Heritage and the National Capital Commission, in a number of management and project management roles. Camille holds a bachelor’s degree in Psychology, as well as professional certification in HR Management and lives in the National Capital Region.

Daphnée Michaud, Director General of the Public Service Pay Centre & NMC Atlantic Champion

Daphnée Michaud has been the Director General of the Public Service Pay Centre since August 2016. She took over the role of the NMC Atlantic Champion in December 2022, where she gives advice and promotes the interests of the NMC in any way she can. Daphnée is an avid supporter of the Managers’ Community and was very active as co-chair of the PSPC Managers’ Community from 2004 to 2007.

Michel Robichaud, NMC NB Steering Committee Co-Chair

Michel Robichaud is well invested in various Public Service middle managers’ communities. In addition to being Co-chair for the NMC-RAB and NMC – NB steering committee, he is also actively involved in PSPC Managers’ Community Network as a representative for the Pay Administrative Branch and as a Pay Centre’s Management Community co-chair. Currently A / Director in Pay Operations, he feels very fortunate to have learned from some of the most influential Public Service leaders over the last 10 years and thrives to share his own experiences through a variety of networking opportunities.

Denise Varin

Denise has over 20 years’ experience as a manager. She was Director of the Managers’ Community Network at Public Services and Procurement Canada for three years. She held the position of Manager, Values and Ethics, for several years and was responsible for developing and facilitating numerous workshops on ethics. Previously, she taught management courses.  

Her career with the Public Service is mainly in human resources, and more specifically in learning.  She is the facilitator of the Client Service Excellence workshops at SPAC.  She has been facilitating this course via MS TEAMS for the past three years, although the classroom is her preferred venue.  

Denise holds a Master’s degree in Adult Education and a Bachelor’s degree in Business Administration.

Elder Noel Milliea, Indigenous community

Mi’kmaw Elder Noel Milliea is from the community of Elsipogtog. Elsipogtog (pronounced El-see-buk-tuk) First Nation is a Mi’kmaq community about 91 km northwest of Moncton, New Brunswick.
