Continuing the Conversation on Values and Ethics with the Clerk and Deputy Clerk

Dear NMC Members!

Thank you to all of you who participated in the March 1 event, a Conversation with Managers on Values and Ethics with John Hannaford, Clerk, and Christiane Fox, Deputy Clerk, of the Privy Council.  This hybrid session drew a large, engaged audience: there was a total of 8938 registrations, and a grand total of 6,641 participants tuned in on March 1. If you missed the event, you are in luck: by April 2024, a permanent video of the event will be accessible through the new Values and Ethics Learning Path.

It was a lively and insightful dialogue and many questions were submitted during the live Q&A period, on a whole range of related themes and challenges. Regrettably, due to time limits, not all could be (fully) addressed. As noted by the Clerk though, this conversation is part of an ongoing dialogue, involving you managers as crucial players in fostering and applying the public service values and ethics code in your work environment. The NMC is working closely with our partners to identify ways to continue the conversation with you, managers, on this important topic.

The regions currently represented by the NMC are: British Columbia/Yukon, Prairies/Northwest Territories, Ontario, National Capital Region, Quebec/Nunavut and Atlantic.

The following criteria are considered for these positions
  • At the same group and level, a two (2) year secondment with the possibility of a one-year extension
  • AS-04 / AS-05 or equivalent
  • Various linguistic profiles
Role Overview

Job description and main responsibilities:
This position acts as the main representative of the NMC with key partners and stakeholders, through various steering committees, government departments, communities, external partners, etc. The Regional Lead must facilitate the development and delivery of events and activities, identify manager needs, lead initiatives targeting managers and aspiring managers. This position supports and helps amplify the voice of managers for their region, and must act as a liaison between managers, regional stakeholders and senior leaders. The Regional Lead does outreach in innovative ways, using a variety of different platforms to share information on key priorities, relevant topics and useful information for managers. The Regional Lead is also part of the larger NMC Secretariat and must engage in NMC internal priorities and initiatives, some that are national in scope.

Essential qualifications
  • Travel is required for this position
  • Must be able to work at least 2 days/week in a Canada School of Public Service office building (locations found here)
  • Ability and willingness to work overtime when required
  • Flexibility in work schedule due to working in a national team

International Day of La Francophonie 2024: Let’s Talk About French Culture

Join us for a special online gathering held in partnership with Canadian Heritage, dedicated to honoring Canada’s Francophone arts community. Featuring opening and closing remarks by Luce Bélanger, a Traditional Knowledge Keeper, and Isabelle Mondou, Deputy Minister at Canadian Heritage and Champion of the Official Languages Community. Fraud Prevention Month: Your role in employee disclosures

March is Fraud Prevention Month. Did you know that based on a global survey, employees are most likely to report suspected fraud to their manager? Would you know what to do if an employee made a disclosure to you?

All public servants have an ethical obligation to report possible fraud or wrongdoing at work. Based on the Public Servants Disclosure Protection Act (PSDPA), managers are one of the avenues for employees to report and be protected from reprisal. Alternatively, employees may use the anonymous Federal Contracting Fraud Tip Line.

As a manager, the way you handle a disclosure is critical in ensuring your employees feel safe and their identities are protected. To ensure you are prepared in case an incident is disclosed to you, reacquaint yourself with your role regarding the PSDPA.

Increased awareness is key in the fight against fraud. If something doesn’t look right: Report it!

Survey to enhance the Public Servants Disclosure Protection Act

Did you know there’s a secure and confidential mechanism that allows public sector employees to disclose wrongdoing in the workplace? That is the Public Servants Disclosure Protection Act (PSDPA).

The President of the Treasury Board has established the PSDPA Review Task Force opportunities to enhance the federal disclosure process and strengthen protections and supports for public servants who come forward to disclose wrongdoing.

The Task Force is currently seeking feedback to enhance our disclosure process. Please participate in the voluntary and anonymous Public Servants Disclosure Protection Act Review Survey. Open to all, the survey runs from March 5 to April 2, 2024, and takes around 25 minutes to complete.

Important changes in staffing (Public Service Employment)

Important changes to the Public Service Employment Act (PSEA) came into force in July 2023. The changes seek to strengthen diversity and inclusion by addressing biases and barriers that disadvantage equity-seeking groups.

To support managers with these changes, the PSC, in collaboration with the Canada School of Public Service (CSPS) and the National Managers’ Community (NMC) recorded the event “Amendments to the Public Service Employment Act: Overview for Hiring Managers”. This recorded event provides hiring managers with an overview of the amendments to the PSEA, including new sub-delegated staffing authorities and the requirement to conduct an evaluation of assessment methods to identify and remove biases and barriers or mitigate their impacts, among other important changes.

Updated version of the Guide on the use of generative AI is now available

We are pleased to announce that the second version of the Guide on the use of generative AI is now published!  The guide, initially released in September 2023, offers early advice for federal organizations on using generative AI tools. The latest update improves the guide by responding to feedback and questions from outside groups and departments.

Nova Scotia Region is looking for NMC steering committee co-chairs

The National Managers’ Community (NMC), Atlantic Region is seeking two new Co-Chairs to oversee the Nova Scotia NMC Steering Committee. This volunteer position can start immediately and is open to federal public service managers in the province. Join the conversation Breaking Barriers: Creating a “Disability Confident” Workplace

The Atlantic Diversity Community of Practice (ADCoP) Organizing Committee invites all executives managers, supervisors, team leads, aspiring managers and human resources professionals to a full-day event with the theme Breaking Barriers: Creating a Disability-Confident Workplace. The virtual portion of the event is open to all federal public servants.

It promises to be an impactful day. You will hear from the Clerk of the Privy Council, John Hannaford, the Deputy Minister Champion for persons with disabilities, Tina Namiesniowski, public servants who will share their lived experience, and much more. The afternoon will consist of a workshop with Tova Sherman from reachAbility

When: March 19, 2024, from 8:15 a.m. to 4 p.m. AST – Note that the morning portion will be available virtually.

Where: Shediac Multipurpose Centre, 58 Festival Street, Shediac, N.B.

Local students who self-declare as persons with disabilities are invited to attend and will have the opportunity to meet with managers and executives throughout the day. This will allow for some networking and the possibility for summer student hiring.

The Institut d’administration publique du Québec (IAPQ) presents a networking event on Wednesday, March 20, 2024 in Montreal from 5:00 p.m. to 7:30 p.m. The event is organized in partnership with the Institut de tourisme et d’hôtellerie du Québec (ITHQ) and with the support of the Caisse Desjardins de l’Administration et des Services publics.
